标准1.6.2 input current 那一章里只说要测额定电压下的输入电流，并没有说测试时要测额定电压的-10%，+6%，或者是+-10%，为什么大家都这样测呢？

If the equipment is intended for direct connection to an AC MAINS SUPPLY, the tolerances on
RATED VOLTAGE shall be taken as +6 % and –10 %, unless:
