我英语比较一般，关于IEC60335-2-2  3.19节的全开全闭功率有点无法理解啊，

关于里面提供冷却风的装置是否允许打开，Pf时说吸口闭合时该装置允许打开，Pi时说吸口闭合时不允许打开。

真是惭愧，过了大半年这个问题还没解决。按描述这个保护阀是不借助工具能调整的，Pi时需要堵住，我们的安全阀在正常使用中是不能触及的，现在的问题是这种情况是否属于“不借助工具能调整的”？问过认证公司，不同机构回答也不一样，Nemko认为要堵，而ITS则认为不需要堵。现在遇到这个问题造成测试数据和客户不一样，烦恼中啊。

Pi就是在吸口闭合的情况下，工作20s时所测的功率，这个过程中，冷却装置如保护阀是不允许打开的。
