10.1 Surge test
The insulation on CLASS II apparatus between ACCESSIBLE parts or parts connected to them and
/ T( ^& P  o; p9 D) k8 I0 OHAZARDOUS LIVE parts, shall withstand surges due to transients, caused for example by
thunderstorms and entering the apparatus through the antenna TERMINAL.
& I6 {& u- r  C. F! S; gCompliance is checked by the following test:
3 E. H8 K& z( bThe insulation between
– TERMINALS for the connection of antenna and MAINS supply TERMINALS,
4 ?: c5 b7 c2 g" m2 c' Tand between
# h( \/ d9 n- H. K– MAINS supply TERMINALS and any other TERMINAL in case of apparatus providing supply
9 ^4 l) u3 g8 \9 A# X# p& O4 Vvoltages to other apparatus with antenna TERMINALS,
is subjected to 50 discharges at a maximum rate of 12/min, from a 1 nF capacitor charged to
10 kV in a test circuit, as shown in Figure 5a.
NOTE During this test, the apparatus should not be energized.

个人理解：这个标准条款讲的是电涌试验（模拟雷击），以电视机举例，一般是高频头（TV端子），像中国90年代的时候，电视机自己在外面引天线，然后接到TV端子，搜索电视机信号，在雷雨天气，有可能通过TV端子，电视机遭到雷击；现在条件好一点了，还是通过天线端子转接，再连接机顶盒。不清楚外国的天线端子是咋样接到自己家的音视频设备上的。请指教！
