IEC 61215:2005 Ed.2, Clause10.15.2.a) requires certain surface tension of the water

Clause 10.15.2.a) does not. The water surface tension measurement was required
0 ]3 O) }4 L( f. L% f* N# walso in the IEC 61646 Ed.1, but this requirement was deleted in the second edition.
% q: i" ]; G4 }( K& X8 c& r1 o l1 ^The WG2 of TC82 has made the same decision for the upcoming IEC 61215 Ed.3
5 X$ ^9 N8 |2 Tstandard. This standard, however, is not due to be released until 2010 or later. It is,
