& h3 m# k5 l. H; f3 @  K% J+ S如果使用三层或者更多层，允许为试验目的把他们分成两组或三组。在上述抗电强度测试中，对两组或三组进行试验代替两层或三层试验。

就是最后一句迷茫了：应该是“对两组或三组进行试验代替三层或者更多层试验”，为什么是“代替两层或者三层试验”呢？最后一段话是针对“three or more layers are used ” 而说的啊。

没啥可以纠结的，就如字面的理解：
4 _: k4 @* \7 d( ^; z1. 如果是两层的，那每层都要通过测试；
2. 如果是三层的，那第两层的组合要通过测试；
3. 如果是多于三层，那就将它们分成两组或者三组，每一个组就当成1，2点中的每一个层进行测试

再补充下，我们一般都采用第1点和第2点来测试，只有在第1点和第2点测试FAIL的情况下，我们才会采用第3点的分组来测试（eg：共有四层，分成二组（第1，2，3层和第2，3，4层），将这两组分别测试），第三点测试Pass的话也OK，也就是标准中的In the above electric strength tests, two or three groups are tested instead of two or three layers.

! _; E5 j9 J8 _7 V个人觉得只要满足以下任一条件，测试都OK：
1，If two layers are used, each layer shall pass the test.
2，If three or more layers are used, each combination of two layers together shall pass the test.
3，If three or more layers are used, It is permitted to divide these layers into two or three groups
      for testing purposes. In the above electric strength tests, two or three groups are tested
      instead of two or three layers.

There is no dimensional or constructional requirement for insulation in thin sheet material

Insulation in thin sheet materials permitted for SUPPLEMENTARY INSULATION and REINFORCED
INSULATION (see Figure F.15), irrespective of the distance through insulation, provided that all

0 U7 I+ u' c4 F7 a− two or more layers are used;
; c: E$ Y+ r. Y  ?- Z) k− the insulation is within the equipment ENCLOSURE;
! V8 j6 M0 O( T− the insulation is not subject to handling or abrasion during OPERATOR servicing; and
" H" L$ n  I6 Y0 c" C' a− the requirements and tests of 2.10.5.7 (for separable layers) or 2.10.5.8 (for nonseparable
layers) are met.
/ D& M8 I% C+ r7 _* e  ~It is not required for the two or more layers to be fixed to the same conductive part. The two
or more layers can be
1 F% s/ x7 ]% o* B3 v− fixed to one of the conductive parts requiring separation, or
0 z3 B8 _7 D9 Y− shared between the two conductive parts, or
− not fixed to either conductive part.
2.10.5.7 Separable thin sheet material
For insulation in separable thin sheet layers, in addition to the requirements of 2.10.5.6,
* a0 w- g+ y3 \  s$ J6 h1 q− SUPPLEMENTARY INSULATION shall consist of at least two layers of material, each of which
will pass the electric strength test for SUPPLEMENTARY INSULATION; or
− SUPPLEMENTARY INSULATION shall consist of three layers of material for which all
6 ~) e$ X; Q0 zcombinations of two layers together will pass the electric strength test for SUPPLEMENTARY
INSULATION; or
− REINFORCED INSULATION shall consist of at least two layers of material, each of which will
