灯具耐压问题

在LED灯具的设计中加入了防雷二极管，但是做电气强度试验到一定电压时就会超漏。厂家解释说灯具的防雷等级还高于耐压1500V。请问下各位，这个原理是什么！

英文标准很多也有对应的国家标准。
