Capacitor is passive electronic component. In some test standards, the components are divided into two types:

7 ]' }$ f9 l* N- Z) n9 v" J6 g+ KIf a product only consists of the passive components, this product is not considered getting the electronic circuitry.

Different test standard will put its classification in different clause. Just saying for example, the EN55014-2 defines the electronic circuitry in Clause 4. |
