当NB介入CE认证时，出具的Opinion不可以写"Certificate"

这是国内经常搞混得一个问题，认为不需要NB介入是DOC,NB介入的话是“certificate”，这是一个错误的概念。在CE认证中没有Certificate这个东西，都是DOC或者DOC+NB Opinion(意见信).

“Directive 1999/5/EC – Notified Body Statement of Opinion” or similar text using
the word “opinion” and avoiding use of words such as “certificate” and

而且，NB介入的时候，出具的不是所谓的证书，而是意见书。
( |4 Q  F# t+ O0 P* b就是说，即使你的产品有很多问题，NB也会给你出意见书，但是会指出其中的问题，就是所谓的负面评论。所以欧盟只有制造商自己的DOC宣告和NB的意见信，从来没有证书这种东西。

CE是mark体系，和美加的certification体系不一样，美国，加拿大，中国是有证书的，欧盟没有。

对于符合性程序中没有强制要求NB参与的产品，正规的NB一般都会出verification或者attestation。严格来说，NB出DOC都是不对的，DOC应该由生产商出具。在EMC指令中，NB的选择是自愿的。欧盟的解释：In the EMC Directive the involvement of the Notified Body is voluntary and the purpose of the Body is to help the manufacturer (or his authorised representative within the Community) by reviewing the technical documentation for apparatus drawn up by the manufacturer.

欧盟只有两个合法的所谓“证书”，制造商自己的DOC和NB的Statement of Opinion。

如果产品想加贴NB number，就必须要拿到Statement of Opinion，拿到了这个，NB再愿意附带私自发一些所谓的certificate,verification,approval,attestation之类上百种各式各样的废纸，那欧盟不管。这是公司私自的行为。
  t9 F9 _/ w: H$ W1 s但是如果没有Statement of Opinion，只是拿着"certification of conformity" 或者 “certificate”就加贴NB number，你可以把证书copy给我看，我看见一张，就向欧盟举报一张，我保证它被欧盟撤销！

对于非必须有NB介入的，大家都出具的是EC Attestation of Conformity，只有要求必须NB介入，带出具的是Statement of Opinion。

是的，就是NB的通报号。你看手机后面CE后面会带号码，比如诺基亚基本是0434，爱立信是0168等等，就是NB的号码。
