标题: 输德厨房家电须及时更换GS证书
德国安全中心(ZLS)发布最新决议,《便携式煮食器具的特殊要求》(新版EN60335-2-9)所涉及的所有加热产品在今年之前须按条款A12做非工作表面温升测试,否则GS证书(德国安全认证标志)全部无效。电烤箱、面包机等厨房家电出口德国将遭遇新的认证评估关卡。# u8 J5 J3 M5 {# [  L% U
    按照欧盟规定,电器出口须符合低电压设备指令(LVD)要求,其认证核心是电气设备的设计和制造须严格控制表面温度,因此通过新版EN60335-2-9/A12的测试成为产品进入德国市场的首要条件。新测试须在2009年11月6日前完成,时间极为紧迫,一旦错过时限或到时不符合测试要求,GS证书将会被取消,CE报告也会失效,产品将面临清理出局的风险,甚至可能在欧洲其他国家也会遭遇困境。而且,从目前形势看,满足其中的温度要求将牵动各大企业神经,市面上大多数产品难以通过,产品的设计和制造将成为严峻挑战。相关企业应积极把握欧盟市场的需求动态,确保顺利通过测试,及时更换GS证书。

个人疑问:是否是ZLS提前执行A12?CE并未规定执行时间或执行时间滞后GS?

Directive, a shortcoming in the harmonised standard

This refers to the risk of high non-working surface/ h5 y, \4 f( F- T
temperatures of apparatus covered by EN 60335-2-9. This; `$ b- F& v3 Z
standard, in its current version, does not address the risk in1 {  N+ `$ \2 L. f; }
relation to non-working surface temperatures. The safety
# `5 u! J! r: E+ g+ d4 O9 Gobjectives, as laid down in Annex I, Section 1(d) and 2(b) to, ~7 g# H) ~! V9 H. k; O4 V
Directive 73/23/EEC require electrical equipment to be
* V) N4 k/ y5 T, ]; b8 E8 Udesigned and manufactured so as to ensure that protection, z( T7 S# L- S4 h2 G0 }
against hazards in relation to surface temperatures is assured.& L9 b- l! S& q/ c' r% o$ o, u
Due to the absence of adequate specifications in relation to
. ~7 R' |2 g$ e2 q0 y# Mnon-working surface temperatures, EN 60335-2-9 cannot! X. q) x) k$ s* o
therefore necessarily guarantee full compliance with the Low) M8 O0 v% L5 b( e: ?$ p
Voltage Directive. In relation to the hazards in connection with5 ]/ G/ C3 a) z- y8 q2 Y
non-working surface temperatures, EN 60335-2-9 (clause 11)
3 P  g& i) X5 U! h5 N) yand EN 60335-1 (clause 11), as listed in the abovementioned: W. n$ h8 e& A0 V" T
publication in the Official Journal of the European Communities,/ [* d: K& ~, v! o& g3 r, K
are therefore not regarded as giving a presumption of
; O( z, u( @- Q, @conformity with the stated safety objectives.

In the absence of a revised harmonised standard, manufacturers,1 _/ u* m- [% c0 s1 c% u
when establishing compliance of relevant electrical

address the risk of non-working surface temperatures. This. J0 B6 ^6 o% |  }
may require a risk analysis and assessment in order to ensure/ q4 G% j, X3 n9 _1 C
that equipent is designed and manufactured in such a way as to
